I have been out of town but I wanted to add my 2 cents after reading a week of CR digests. The frame someone asked about this weekend sounded like a 50's Follis which I have seen with the dual cable rear shifter(Simplex??), a direct levered front and a distinctive double fluted seatstay cap which culminated in a crest(rib) in the middle of the cap. I have a set of WAS pedals I acquired from a midline Bevilacque with Campy sport cranks that seemed to date to the late 60's, I have photos at the following link, they have the original dust caps.

My Motobecane purchased new in 1974 which I believe was a 1972 and had a 1972 nuovo record rear had the non bumped and non circlipped campy front. I believe the bump and circlip appeared around late 1972 to early 1973. This Grand Record had a copper, gold foil head badge simular to the foil on its Normandy Luxe hubs.
