Masahiro Higashikawa ("Le Vant" brand) is one of the Japanese Keirin bicycle builder. His factory is located in Osaka Japan. He mainly builds and supplies the bicycle to professional Keirin racer. However, he also builds it to amateur racer and tourist. Keirin is Japanese style track race.
It seems that the bicycle at eBay is modified Keirin bicycle for road training. Keirin bicycle has no brake, but it has one pair of caliper brakes. Such modification is often in professional Keirin racers.
I am sorry that I don't know the history of Higashikawa.
