I have seen a few pairs of those, and have two pair myself. All the ones I've seen came on Motobecane Le Champion bikes, maybe '70 to '72 models? They appear to be Tipo in every way except for the NR-style kidney-shaped oval holes in the flanges. I've always assumed they were an OEM version offered to big customers like Motobecane (and perhaps Raleigh?)
