Chris,

Your bike looks like it's in very nice shape. The only restoration I would recommend is to: Disassemble and clean and overhaul all the various components. Clean the frame with mild soap and touch up the nicks with Testors Paint Polish the chrome with Quick-Glo and Polish the aluminum parts with Simichrome Apply Proofhide or Kiwi neutral to the saddle.

Spend the entire summer riding the bike while you decide what really needs replaced and what doesn't.
