A last ditch remedy that has loosened stuck posts for me is Coke Classic. Not Diet, not Pepsi, the stuff in the red can--it is very corrosive. I prop the frame up over the garage sink, tape the seat tube bottle bosses over if there are any, fill the seat tube with soda and leave it overnight. If the bike isn't getting repainted you bet I wash the tube out thoroughly afterward!
