Thanks for getting me on the correct page. As I'm sure everyone knows by now, that is a Windsor. There should never be any doubt which is which between a Windsor and a Cinelli. The differences and clues are obvious and plentiful. Any time someone introduces the "possibility" that a Windsor might be a Cinelli I think to myself that the owner knows which it is and is hoping (for whatever reason) otherwise.
I did one time about 10 years ago see a Windsor that someone has restored as a Cinelli. The work was done by Hart Industries and was clearly a violation of our code of ethics. The owner was trying to convince me it was genuine. Wrong! I suspect someday this bike is going to end up on eBay for sale as a Cinelli. Keep your eyes open!
