That's because you've never bought a bike from any place I've worked. Most likely what this is liquid latex from a tube. Just unscrew the top of the tube and dip the cable end, DON'T SQUEEZE THE TUBE. I also know people that use tool dip, though that stuff usually comes in a little can.
