I also have been thinking that Fratelli Brivio was definitely Italian . But I have found its ad. in Le Cycle 1948. There was written, " Fratelli Brivio, Brescia-Italie , Cognin- France". Other ads of Frejus , Stucchi and Carnielli on the same page don't have any French addresses.
    On your "Timeline" you wrote " in 1948 Campagnolo's first foreign plant was built in Cognin, France" !
