I've used "cycling underwear", don't remember the name, under a pair of cotton Gramacci shorts. The underwear has a padded crotch area, might be Performance or one of the bike chain brands. The shorts have a gusseted crotch, no center seam. I think that LL Bean now makes a copy of this style with a web belt built in. A nice combination for riding that's worked for me.
