I've seen photos of Tom Simpson usinging barends (probably Simplex, as he rode for Peugeot). Of course that wasn't the 70's, since we all know that Tom Simpson's career ended in 1967. If you read Merckx's photo book "The Wonderful World of Cycling" or view one of the videos of Merckx in the 70's, you'll note Lucien Van Impe and several Spanish riders using barends. As these riders were mostly climbers, they probably felt the barends were easier to shift when climbing out of the saddle.
