I bought a TA h'bar cage from CyclArt for $35 about a year ago, albeit w/o clam(p)s. About that same time, I believe Josh Putnam got a similar price for a NOS TA h'bar cage he had on eBay. It's all a matter of supply and demand, it would seem. And knowing where to find the things you want.
Is there a difference between a 60's version and the ones from the 70's (which can be seen in the Cyclo-Pedia catalog on Mark's web site...http://bulgier.net/pics/bike/catalogs/cyclo-pedia-74/
