I don't know about swelling but I've personally seen at least two Witcombs that rusted through the seattube because they put a wad of paper above the BB inside the tube. Any ex-Witcomb guys want to comment on the wad of paper? I would think a plug of wood would do the same. . . unless of course the steerer was rifled too.
