Well yes and no. . . . if you cut off the top it'll be alright, but you might want to get a taller stem to compensate. Also if you cut too much from the top you won't be able to fully seat the top cup, becuase it will be butting against the toptube. As they say, "Measure twice, cut once." DO NOT cut from the bottom unless you want a steeper head angle.
