"Back in the late 70's and early 80's Cannondale made a seat bag made for holding a folded tubular tire. On either side were two small zipper pockets for tools, keys etc. Does anyone know if these are available new or used."

Well they probably still make similar because I have a seatbag with zipper by Cannondale. This one is about 7-8" long and pear shaped. It attaches securely to the post(rubber clamp), has straps for additional attachment security. This one has one zipper. It also has an inner strap-maybe to secure a few tools? I will use it for a phone (emergency use) but being fairly large, it's probably designed for things like you have in mind. These, a few variations in other sizes, and ones made by other companies are also available from REI. Maybe REI is near you. They have mail order too. I would imagine the other bike mailorder companies might have other choices. I think this Cannondale one seems to be well made. It is handmade, but i don't know if you could say it has that retro-classic look you may be seeking.Hope this helps.
