Looks to me like the hubs that Schwinn Paramounts came with. The curved lever QRs are the track versions that Campagnolo offered in their 1967 Catalog (the parts were offered before this date actually).

Can't remember the exact story on the drilling other than the large holes were a mistake and that the hubs were then redrilled with the smaller correct holes.

I'm sure someone will correct me if I have the story wrong...
