I think that wheel is called Scirocco. It came out around 1987-88. There were also the Ghibli (high-end, $3000+) tension disc and the cheaper heavier, Khamshin. I recall the Scirocco being 650c only. In any case it dates to a time when "all" TT bikes had small front wheels. Your Speedstream bike sounds like it is from a different era, even if it's only a few years older. Radial-laced 24 hole V-secion tubulars might be more appropriate for this bike. The early 80's were the age of relatively normal bikes that were slightly reprofiled for small areo advantages. After Moser's hour record and the '84 Olympics, discs, cowhorns, and unequal wheel sizes became the norm (for exotic TT stuff).
