I concur with Brian that a great use of vertical drops is for touring bikes with fenders. Jan Heine tells me that "real" Alex Singer bikes came equipped with a vertical dropout "maison" (fabricated in house) altho American customers usually got Campagnolo 1010A long with double eyelets.

By the way "The Rider" by Tim Krabbe is a fantastic book.
