This is what is known as the "DP" gear, as in "dual purpose". One toggle chain operated the two speed gear and the other moved the hub from fixed to free. This is a very rare hub and I have only seen one other. They were made sometime in the mid1930s and from all accounts were not a succsess. Even rarer still are the shifters (2) that goes with it . These were the normal banjo type but a two speed adptation. I think BSA also offered a handle bar shifters too
