My 1972 P13 ($352.95 in the East, $350.95 in the Midwest, $354.95 in the West- Schwinn 'Fair Trade' price) had non-drilled hubs, so I think they came shortly afterthat year. There are still a few people my age that have not gone away from such interests and trivialities (I hope so, at least, as there are many things for which I am going to need buyers as soon as I sort it out)that someone will be able to provide answers.
