Hi Scott,

I restored this bike last year and found the clip fitting stem an interesting arrangement. The lock nut still works as it does on a normal stem - the clip just happens to be sandwiched in between the adjuster nut and the lock nut. I would adjust the headset bearing first, then set the stem height and tighten the clip. It seemed to work okay althogh it was a little hard keeping the clip centered while tightening the lock nut.
