My Frejus TdF was bought in 1961 from Gene Portuesi in Detroit (of Cyclo-Pedia fame) and I'm the second owner. The only difference between mine and the one for auction on eBay is that mine has all its original parts.

Yes, Balilla (Italy) mod. 61 center pulls came out around 1961 (as did Universal [Italy] mod. 61 center pulls) and the cable tension adjusting nut on the Campagnolo Gran Sport rear derailleur disappeared around this time (haven't found anyone who knows for certain the exact year).
