Was't there some discussion recently surrounding Windsor as a fabricator for Merckx-labeled frames for a brief period of time? The lugs on David's frame seem to bear a resemblance to those of the Windsor Pros with those drillings.

Doesn't look like any Falcons that I've seen either.
