NO! Due to bribery and politics, the Mexican authorities forced Merckx's party to put Windsor decals on the Colnago-made hour record bike but Windsor was never a Merckx licensee.. In fact, that was a horrible injustice done to Colnago and Merckx. The low life Windsor advertising after that Record-setting tried to imply that Eddy had done the record on a Windsor or that they sponsored him, which was untrue!

I would bet that it is nothing to do with a Falcon... It looks almost home-made, perhaps by a small regional builder. Definitely not in the the usual British or Euro style . The brake cable guides are very odd and the lug treatment a bit "different". The fork crown is a Nervex that has been profile-drilled. If I had to guess on a national origins I would guess Australia (small builder & due to it's proximity..) or South America, someplace slightly out of the main stream... etc.
