without a picture it's hard to say for sure, but these hubs Brandon was talking about sound like the same hubs that came stock on a Follis I used to have, from the early 70s. The hub looks just like a 60s/70s hf record hub, with no grease-hole, and the Campagnolo winged-QR logo on the axle area. Hubs on the bike I had came with tipo-style quick-release levers, stamped with the open-C type-face. Chatting with Chuck S. about it, we concluded that those QR levers were probably around in piles at various suppliers for many years after they were made. Who knows? Follis might have bought a large number of them, and used them for a decade afterwards.

It does seem the open-C Tipo-style QR levers persisted with suppliers, at least, long after the shifters left the open market.

As for the hubs, I'm betting they were an OEM product, and not usually sold retail. I've seen a few, here and there, almost all on french bikes from the early 70s.
