The finish is clear anodizing. Depends on how highly polished (or not) the aluminum is before anodizing as to the shininess of the final product.

It is not normally worth the effort because it hard to exactly replicate the original look to a perfect match. It is much easier to find a better condition set of cranks rather than waste the money and the time refinishing a bad set.

I used to strip the anodizing off the parts and polish them to a high lustre or reanodize them black. In the past I have done hubsets and headsets black (after removing the races). Also chainrings, cranks, brake levers, seatpost fittings and stems.
