No, I think the body in the upper part of the picture is pre-CPSC

As I said, this appears to be a pre-'78 body. It is after the date that the upper pivot pin was extended and grooved for a circlip/snapring. Ken Toda estimated that onset as about '72 - anyone have a definitive date for that? (Sounds about right to me.)
