I'd guess a product of Alan Kingsbery. We was a national-level road racer in the 1970's, from Lima, Ohio. He ran an importer/distributorship, though I think it was later than the early 80's. There was involvement with American Classic in the late 80's.

There were a number of framebuilders in the midwest that could have done contract frames, but I'd have to guess that this is akin to Univegas of the period; made by some volume contractor. Could be European or Japanese.
