I must confess my utter ignorance of pre-Nuovo Campy.

On the other hand, while waiting for someone-who-knows-something to chime in, I'll vote that it's too much of a coincidence not to interpret it as a capacity listing. And no doubt the same considerations for actually achieving it apply.

So written limits on the back of the derailleur, which I used to think of as a Zeus eccentricity, are revealed as a persistent relic of their origin.
