It does seem a little strange to require an in person inspection of the bike. Wouldn't an emailed photo of the frame accomplish the same thing? Especialy since the decals are not the real deal anyway. Who knows, my bike could get damaged by UPS, a dented top tube perhaps, then require a new paint job. Very expensive decals.
