I believe Chuck is pretty close on the date and right-on about the hinge-cover. I have one of these in it's original box, which reads "Attacco 2000" (which I believe is the model), and "BREVETTATO IN TUTTO IL MONDO". The badge is kind of nice, set against the black finish of the stem. Like some other 3ttt stems, this one has a cool little screw/wedge insert, with raised silver "3ttt" logos surrounding the center screw, to cover the quill bolt.

I've always had a fondness for 3ttt stems. They often had some cool little "extra" function or detail going on. I have a panographed 3ttt stem on my Merckx that has a little set screw that pushes the clamp open so you don't scratch the center of the bars during assembly.

I think 1984. The badge screwed on the front of the stem to cover the joint made by the hinge (it had a removable clamp).
