The main frame MAYBE looks to be Cinelli but the fork looks Windsor...
To make a better guess, you need:
Serial number..
Seat post diameter.
Close up good focus pics of rear drop outs.
Close up good focus pics of the under side of head and seat lugs.
Does it have Columbus marks (Stamping or etching) on steerer?
