I believe those are Campy "Gran Sport" cranks. they were a step below the Record series and found on some cheaper bikes that wanted to boast "Campy" equipment on them. The finish on the ones I recall seeing was still very nice. They were around in the the 70's~80's Art Yow San Francisco
