Both Pogliaghis now on ebay look like 80s frames to me. I'd have to examine the black one more closely to make a bet on it, but the white one was definitely made years after the sale of the marque.

The black one is interesting, but uses what look like late Prugnat lugs, or similar. Pogis from the 70s that I've seen all had pressed lugs with various cut-out shapes. Graphics on the black one are earlier, but the simple *SP* logo on the headtube suggests early 80s at the earliest. Just a guess though, I dunno exactly when Pogliaghi, or Rossin, started using that logo-type on the head-tube. The twin-globe logo would suggest 70s or very early 80s manufacture, but it lacks that.

As for Sante using only round fork blades, this is not correct in my experience. I have a very early Pogliaghi (s/n 3XXX) with what look like Reynolds road blades--or Columbus blades that look like Reynolds blades. I've seen other Pogliaghis with similar blades. He probably used a variety of tubing brands and types. I dunno how many of his frames were stock shop frames, but I've always been under the impression that most of his frames from the 60s were custom orders...
