Dave has nailed it. I picked up a late 60s or early 70s Coppi, that was indeed equipped with these brakes. The bike is now gone, but the Ballilas (or perhaps Ballila, as I think there is only one) is on hand. There is still a reddish translucent hood on the Ballila lever, in pretty good condition! I will not be using either the caliper, or the lever.
