Reynolds 531 or a Chrome molybedeum tubing has a higher strength than carbon steel. The straight gage 531 tube with the same OD wall thickness will behave exactly like the same gage and dia carbon steel frame in normal non crash conditions. The lighter gage double butted tubes behave differently than the heavy carbon steel tubes. The lower grade steel bike will be stiffer, harsher, and heavier than a DB tubed bike. Tires probably more than make up the harshness factor but the feel is different. For touring or sprinting the heavier tubing COULD be superior, I said could not is. The design is important, the tubing can only work properly if it is mitred properly. I can't vouch for Raleigh quality in 1962 but I have seen the 1972 quality and it is not consistantly good. the other Brian B in Berkeley not the frame master but the stress analysis.
