     It looks to me like it's a PSV-10. Although it has Simplex dropouts, the rear is threaded for a normal derailleur. The front derailleur is "special" though. But those frames are relatively light and do have a fairly nice ride.
    You're probably pretty close about the year of manufacture. By 1984 they were using another "special" feature - i.e. a grooved seat post with a setscrew to lock it into position.
