I pretty much agree with Tom Dalton, especially on lack of consensus. Also, all my 1st Edit. style (engraved logo) C-Rec cranks also have "11" on them. This "engraved logo" on C-Rec. cranks went from introduction ('84) till '86. Therefore, it is conceivable that Campy switched to the "11" sometime in 84.
