is a dust cap puller for Campy Record hubs.

I don't know when it was first introduced, but it is listed in the 1994 Campy tools catalog, p/n 1170004. I have one of these (for my more modern Campy-equipped bike) and it does do a nice job of removing the dust cap without marring the hub shell. (Using the right tool keeps the mechanic from being a slob and prying the dust cap off with a screwdriver.)

This tool will work on the dust caps for both front and rear Campy Record-C hubs, as well as the 1994 - 1996(?) Record front hub (which looks the same as Record-C, as far as I can tell).

I think that around 1997 Campy went to sealed bearing front hubs, and this tool is no longer required.

Incidentally, the cups for the 1994-6 Record front hub look like they will drop into Nuovo Record hub shells; by my measurements the cup diameter and height looks the same as the old stuff. Same for the left cup on the 1994-7 Record rear hub; this looks like a shoe-in for the old NR hubs as well. The bearing cup might sit a little deeper, and maybe thicker keyed washers might be necessary.
