This has always been the correct procedure with all quick-release
hubs that use threaded axles, nothing specific to either Schwinn or
Campagnolo about it.

Using the dummy dropouts also allows the QR skewer to be set properly, so you don't have to fiddle with the skewer adjustment when making a racing wheel change.
I've invented a doodad that allows you to actually adjust the cones
and locknuts with the the axle compressed by a skewer, see:
