Yes this is. This has chromed bronze arms (and alloy pivots) and it's the first iteration (I'm pretty sure). If it had alloy arms (and pressed in place steel pivot pins) then it would be the second iteration. Looking at the pics, the key to telling that it's first (as far as I can tell) is that the lower inner pivot (that has the end of the spring on it) isn't grooved all around, just notched for the spring, indicating alloy pivot pins.

There doesn't seem to be any parts missing to me.

Someone correct me if I'm wrong, but this is from 1960/1961 I'm pretty sure. ~'62 the arms changed to alloy and the pins to steel. (?)
