Eric, this very auction was covered a little while ago but to summarize:
Looks to be the version just after the original Record front derailleur (1960 end of year trade show intro) with the large screws on the pivots. Looks like it has the chrome plated bronze arms with the aluminum pivot shafts (bad idea, they came loose in the body casting). Missing a nut on the cage pivot bolt and missing an adjustment screw too.
My best guess would be between around 1962 and 1963, but this is only a guess. The even later version had a circlip on the upper pivot, steel pivot shafts, aluminum arms and a slot cut in the built-in cable stop for easy cable removal.
