i'm afraid your local chrome plater might be right. the problem here is, that after the chroming, scratches and dents are visible that an untrained person would never detect on the raw piece. You might want to contact people who restore vintage cars or motorcycles for tips about preparing parts for chroming, though, or have a look in magazines related to that subject.
