Maybe you're looking at them wrong. These are TT bars, usually set-up on "funnybikes" with a smaller front wheel and low headtube. The picture shows them as they would appear from the front of the bike (see the Cinelli logos on the center sleeve?). The bull horns project forward. No relation to Criterium bars at all.

As I recall, these were from the late 80s/early 90s, and came anodized that color.
