I could use a few suggestions regarding this bike. If the suggestions go something like "You're totally nuts! Forget it!" that's OK, too.
I found a Hetchins Vade Mecum for sale. The seller is in the UK; I'm in the Los Angeles area. He does not quote an asking price, but just asks me to make an offer.

The questions:
1. What would be a reasonable and fair price for this bike?
2. What is the best way to handle the business end of the transaction? How does one complete a sale like this securely? (I'm not asking about the mechanics of money transfer; I know that. I'm understandably reluctant to send a pile of cash to someone I don't know.)
3. Any other comments on the bike?
