Just a suggestion; I ride with Shimano MTB model SH-M032 shoes. They are very plain, basic black, good for walking but with a stiff cycling sole. After a few weeks of riding the pedal cages have cut a grove in the sole so it is almost like having a cleat (a little bit of strap pressure is all that is needed for a secure pedal attachment). Any way, these are a reasonable toe clip touring shoe that should be easy to find.
