My Team Miyata also has the threaded braze-ons -- the "number hanger" under the top tube near the head lug, and on the downtube as described. I assumed they were something to do with Japanese racing regs, like that keirin stuff ;-)
Mine are stuffed with beeswax.

How timely. I just sent a similar Miyata frame to the local frame builder for a repaint. Was black & blue in an odd two tone pattern. All decals were missing when I got he bike so I'm not sure what model it is. No tab for the race number on the frame. But it has the single boss under the downtube about midway. I speculated it was for a Flickstand. The lfb didn't know either. Anyhow, the useless boss disappeared during the repaint.
