I've asked a similar question, but no one seemed to offer an explanation. I think the difference, though subtle, is this. With a "make offer" sale, the seller takes in the offers and can be selective, in private, or even be unscrupulous. They could claim a higher offer has been made, just to jack the price up more (not that there are not Ebay tactics to do similar). With a public auction, though the price is not fixed, the current "offer" is there for all to see (though their highest potential offer isn't), and anyone can decide if they want to offer more or not. There's at least some rules or structure.

Just a guess.
