My thoughts: Regina never intended the hollow pins to be manipulated by cutting and joining the chain with them. That is why a short length of solid pin links are part of the SL chain. That is the section that is intended to be "cut". If you are working with the chain too short to use the solid pins you are going to have to proceed very gingerly and with great care to partly drive out and push back in the hollow pins. But having done that I would make sure I still incorporated a small section of the solid pin links to join the chain.
