I have seen this done on more than one occasion, two small aluminum plates, 1/4 or 3/16 thick sandwiched on the seat stays. Drill a hole for the brake bolt either above or below the bridge and mount your caliper. It helps if you file shallow grooves in the plates to aid in alignment, and cover the stays with something to protect the finish.

I know its not a front brake, but a rear brake is better than no brake.
