the inner "guard" is a shift assist plate, for lack of an "official" name... i dont know the ref: # - basically helps move the chain across that big 42 > 54 jump...

theres a picture of one separate from a chainwheel set at http://www.blackbirdsf.org/ta/images/shiftplate.p.jpg - where you can see the wear pattern from the chain moving across it. ive usually seen them on old schwinn sport tours with that crazy wide chainwheel setup, also with an outer chain guard, but they show up elsewhere as well...
